The process is confusing, and there is not a lot of easy-to-understand information available on the web. To make matters worse, the visa requirements can very substantially depending on which emirate you are considering relocating too. Ahh, confusing!
If you are considering moving to Dubai, the Dubai Government website here has information that will be useful for you. This site is pretty good too, and I find actually better and more informative than the government website.
