Cuba Licensed Travel US Citizens
According to U.S. law, people subject to the U.S. jurisdiction (i.e. U.S. citizens) need to have a reason to fit into one of the 12 categories of authorized travel to Cuba in order to be able to travel there. Tourism is prohibited (on paper at least).
