If you are going to the Netherlands for a long stay (greater than 90 days) for study, work, or any other purpose, you are going to need to get a Long Term Visa (MVV) for the Netherlands.
As explained here at the Netherlands Department of Immigration website, if you are a foreigner staying longer than 3 months in the Netherlands you are going to need to have an authorization for temporary stay (MVV).
The MVV is simply a sticker attached inside your passport.
When applying for the MVV, it will be determined as well whether you meet the conditions for the residence permit. The residence permit can only be requested if you have an MVV.
Citizens of many countries are going to need to apply for the MVV in their country of residence before entering the Netherlands (This does not apply for EU / EEA citizens and their families)
