Azerbaijan has simplified its visa process in recent years. For people residing in the United States, it is possible to apply online. If you live in Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming, you can also apply for an Azerbaijan visa the old fashioned way.
I’ll break everything down for you below about how to go about getting the Azerbaijan Transit Visa if you live in the United States. If you do not live in the United States, contact your nearest embassy.

Visa required for U.S. citizens before you go to Azerbaijan: Yes.
U.S. citizens may apply for a single or double-entry tourist or visitor visa valid for 90 days, or a one-year multiple-entry business visa.
Visa required for non-U.S. citizens before you go to Azerbaijan: Visas are required by all except visitors from Belarus, China, Georgia, Iran, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Russia, Tajikistan, Turkey, Ukraine and Uzbekistan. You can apply at your closest consulate.
