The Certificado de Domicilio is an easy process. This document serves as proof that you live where you say you live. All you have to do is find your nearest police station or “Comisaría,” bring your passport with you and pay the small fee. They will ask you why you need the Certificado de Domicilio, and you need to tell them it is for ANSES.
Within 1 to 3 days, a police officer will come to your place to make sure that you are living there. Very often, it will be the following day. All you have to do is just show him (or her) your passport. He will then give you the Certificado de Domicilio. If you aren’t there when the police officer arrives, the police officer will normally check with someone in charge (often the doorman) to confirm that you are staying in the building. It is best to leave the doorman your passport (assuming you trust him) so that he can present it to the officer when he arrives.
By the way, if you are staying in a a hostel, hotel, or student residence, the process works the same way as I’ve described above.
